So what exactly is rule 51? Tonight on the NCIS season finale, Gibbs (Mark Harmon) heads to Mexico to face his demons and makes a startling decision. On the last episode of NCIS, the team was shocked to find a charred corpse on the beach which belonged to Lara Macy, a former NCIS agent and a friend of Gibbs'. They discover that her current case was the rape of a Navy sailor, but soon find that it's unrelated to the murder.

Then there was the case of the Mexico murder, and Gibbs telling Abby (Pauley Perrette) to just do her job and file the full report. He soon started thinking that Colonel Bell was responsible, darting off to Mexico only to find Mike Franks' house burned to the ground.

Bell's henchmen soon rounded up Gibbs, who was knocked unconscious before he could ask who the henchmen were working for.
