The town of Kroner, Kansas is getting some pretty strange weather. They have recently been getting a drought that is occationally relieved by rain that townsfolk believe is brought by Darryl Mootz, a self-proclaimed "Rain King". Things seem to be tied to Shelia, Darryl's former fiancee, and Holman Hardt, her weatherman best friend who has been in love with her since high school.
