Cole Hauser and Anthony AndersonWe begin K-Ville with an introduction, of sorts, to our two stars, Trevor Cobb, played by Cole Hauser and Marlon Boulet, played by Anthony Anderson. The date is Sept. 1, 2005 and we see Trevor in some kind of grate or cell with the water rising. Marlon is on duty attempting to help residents in the aftermath of the hurricane. He sends his partner, Charlie, to the squad car to get something to bandage the arm of a victim and Charlie drives off and abandons him.

Two years later and we see K-Ville looking like a slum with abandoned buildings and lots of graffiti. Marlon's neighbors are leaving, stealing, or working the system. We see his friend, a jazz singer, who has bought a new car with her FEMA checks because she has to make an entrance since she has these gigs lined up.

At work, Marlon is finally getting a new partner, Trevor Cobb, an ex-army Special Op soldier from Cincinnati. While they are working a fundraiser in the French Quarter for the 9th Ward, a shooting breaks out. They follow the shooter but lose him in the Casino. Marlon's jazz singer friend was shot and killed and Marlon is out for blood. He and his partner find her ex-boyfriend and Marlon uses some very questionable interrogation techniques in order to get him to admit to the shooting, but he has an alibi.

Charlie shows up at the police station to ask for Marlon's help in getting his old job back. Marlon refuses and Charlie promises to win Marlon's trust back. That evening we see Marlon at his home greeting his daughter. His wife tells him that they are only there for a couple of days to pick up some things and then they are going back to Atlanta where she went after the hurricane. He tries to convince her to stay, but she says that the little girl still has nightmares and panics whenever it rains hard.

Another fundraiser, another shooting. This time, though, the squad car is blown up so they can't chase the shooter. The new partners fight and disagree on tactics. Charlie brings information to Marlon that leads to the Casino being involved. It seems that the security detail is made up of mercenaries, ex-special forces personnel capable of carrying out these attacks. The police strong-arm the Casino owner into cooperating by reminding him that his daughter is one of the main fund raisers and that she could get hurt if the attacks continue.

Marlon is getting too close for comfort and the perpetrators sabotage his house by hooking a fire hose to the hydrant and sticking it into his little girl's bedroom window and turning on the water, flooding the house and terrorizing the little girl. They've also painted the address of their home in Atlanta on a stoop outside. He and Trevor pick up the security manager and question him to no avail. They get chewed out by the captain because it seems that this security company has friends in high places in government and they make big political contributions. The captain tells them to leave those people alone until they can bring him proof.

After some research, Marlon finds out that someone is buying up land in the 9th Ward and doesn't want the redevelopment to succeed. The company behind the buy up is associated with the casino. When Marlon and Trevor confront the casino owner and his daughter, Christina, we find out that it's not the slimy casino owner, but his clean cut fundraising daughter responsible for the land buy up and shootings. She does it in revenge for her brothers death at the hands of 9th Ward hooligans four years earlier. When they attempt to arrest her, another shooting occurs. The commandos are attempting to kill Christina before she can spill the beans on them. There is a high speed chase and Charlie gets involved and is badly hurt. When the commandos are captured, they turn the tables and rat her out.

We're left with the scene of a neighborhood party. Marlon's neighbors have banded together to fix his house up in appreciation for all he's done. While this is going on, he confronts his partner. It seems that Trevor has a secret. At the time of the flood, he was in a New Orleans jail on a variety of charges. While he was in the jail cell with the rising water, he made one of those promises. If he was given another chance, he'd clean up his act. When he was rescued and all records were believed to have been destroyed, he took it as a sign and joined the Army then came back to serve the community. In his research, Marlon had found the criminal record. They come to an understanding that Marlon would be watching him to make sure he stays straight, and together they bury the records in Marlon's yard in a hole dug for a new cypress tree.
