"I'm working on passing a law to protect young people from their parents who want to beat the system," he says, adding that he even plans on enlisting the help of fellow Dancing with the Stars season 9 celeb Tom DeLay.

"Children cannot be held responsible," he says. "I'm going to use myself as an example."

Carter, 21, fired his manager-mother Jane in 2003 alleging that she stole some $100,000 from him, then filed for emancipation. His representative points to this "mismanagement" as the culprit for the more than $1 million in back taxes that he allegedly owes the IRS.

"It is unfortunate that while Carter was a minor, his finances were grossly mismanaged by his previous team and has lead to the current situation," his rep adds. "Aaron is working with a new team to take appropriate actions toward speedy resolution of the matter."

Carter performed on this season of Dancing with the Stars with professional partner Karina Smirnoff and placed fifth overall.
